Introduction and acceptance
These Terms and Conditions govern access to and use of the website licenciamexico.com and the services offered through it. By accessing the site or purchasing any of its products, the user represents that they have read, understood and accepted these terms. If the user does not agree, they must refrain from using the site.
This is a courtesy translation. In case of any discrepancy, the Spanish version prevails as the legally binding text under Mexican law.
Description of the service
licenciamexico.com is an educational and guidance portal for people who wish to complete the Mexico City Permanent Driver's License procedure on their own. The service offers:
- Step-by-step digital guide — 800 MXN.
- Personalized guidance throughout the procedure — 3,500 MXN.
- Free informational content and an educational traffic rules search tool.
The prices listed are for reference and may be updated; the applicable price is the one published on the home page at the time of purchase.
Scope of the service (important notice)
This service is NOT a government entity and is NOT affiliated with SEMOVI or any Mexico City authority. We do NOT handle the procedure with the government on the user's behalf, we do NOT fill in or manage their Llave CDMX account, we do NOT take the theory exam in their place or provide assistance during the exam, and we do NOT guarantee the issuance of the license: the decision to issue it rests exclusively with SEMOVI. Our service is informational and educational in nature and provides guidance only: the official procedure is carried out by the user themselves.
Separation between government fees and service prices
The government fee (pago de derechos) for issuing the Permanent License — 1,500 MXN according to the rate in force as of the date of these terms; the amount may be updated by the authority — is paid directly to the Government of Mexico City (SEMOVI / Mexico City Treasury) through official channels, NOT through this site, and is NOT part of our prices.
- The prices of the guide (800 MXN) and the personalized guidance (3,500 MXN) are independent of the government fee and do not include it.
- This site will never request payment of the government fee on the user's behalf.
Eligibility and user responsibility
The user represents that they are 18 years of age or older and have legal capacity to contract. The user further represents that all information and documents they provide during the procedure are their own, truthful and current.
- The user is solely responsible for the accuracy of the data they submit to the authorities.
- The service does not request, store or manage third-party official documents or supporting records.
- Compliance with the official requirements (age, address, absence of outstanding fines, etc.) is the exclusive responsibility of the user.
Prices and payment method
This section applies once online payment is activated.
Payments will be processed in Mexican pesos (MXN) through Stripe Checkout, a third-party payment processor. The site does not store card numbers or complete banking details. The applicable price will be the one displayed on the site at the time the purchase is confirmed, plus any applicable taxes.
Refund policy
As these are digital products, a refund for the guide is available only before access to the downloadable content is granted or the delivery link is sent. Once access to the digital content has been delivered, no refund applies, except in the following cases:
- Duplicate charge made in error.
- A technical failure attributable to the service that permanently prevents access to the purchased content.
Refund requests will be handled through the contact email indicated in these terms.
The foregoing is without prejudice to the non-waivable rights granted to consumers under the Federal Consumer Protection Law (Ley Federal de Protección al Consumidor).
Intellectual property
The content of the guide, the texts, the design and other elements of the site are the property of the service provider or are used under license, and are protected by applicable copyright legislation. Their reproduction, distribution or communication to the public without prior written authorization is prohibited.
Quotations of official texts, such as the Mexico City Traffic Regulations (Reglamento de Tránsito de la Ciudad de México), are made in accordance with Article 14 of the Federal Copyright Law (Ley Federal del Derecho de Autor), which excludes legislative and regulatory texts from protection; such quotations are accompanied by a reference to their official source.
Limitation of liability
The service provides information and guidance in good faith, but does not guarantee the outcome of the government procedure or passing the theory exam, which depend exclusively on the user and the competent authorities.
- We are not liable for changes to the regulations, requirements, timelines or costs established by SEMOVI or other authorities.
- The information published is subject to verification against official sources; in case of discrepancy, the current official information prevails.
- To the maximum extent permitted by law, the provider's total liability to the user is limited to the amount actually paid by the user for the contracted service.
Acceptable use of the platform
The user agrees to use the site and its tools solely for lawful and educational purposes. In particular, the following is prohibited:
- Using the search tool or rules assistant to obtain content of the official exam in real time, or any form of assistance during a government exam.
- Attempting to circumvent the service's control measures, rate limits or filters.
- Using the site in a way that damages, overloads or impairs its operation or other users.
Queries that violate this policy are rejected and logged in accordance with the Privacy Notice. Non-compliance may result in suspension of access to the service.
Changes to these terms
The provider may modify these Terms and Conditions at any time. Modifications will be published on this same page with the corresponding date update and will take effect upon publication. Continued use of the site after publication constitutes acceptance of the modified terms.
Governing law and jurisdiction
These Terms and Conditions are governed by the laws of the United Mexican States. For any dispute arising from their interpretation or performance, the parties submit to the jurisdiction of the competent courts of Mexico City, waiving any other forum to which they may be entitled by reason of their present or future domicile, without prejudice to the competence of the Federal Consumer Protection Agency (Procuraduría Federal del Consumidor, PROFECO) in consumer matters.
